The Challenge
Uber's concept was simple — tap a button, get a ride. But execution required solving a brutal cold-start problem. In every new city: no drivers meant long wait times, long wait times meant no riders, no riders meant drivers couldn't earn money, so drivers left. A vicious cycle.
Traditional taxi companies "solved" this through regulation — limited medallions forced scarcity. Uber needed a market-based solution that could scale globally.
The Approach — Tools in Action

The key insight: you had to break into the virtuous cycle by subsidizing one side. Uber chose to subsidize drivers first — guaranteeing minimum earnings in new cities even before riders existed.
OODA Loop enabled rapid city-by-city expansion. Each launch was an iteration: observe what worked in the last city, orient to local conditions (regulation, density, culture), decide on the launch playbook, and act fast. By the time a competitor planned their first city launch, Uber had launched in ten.They identified Reinforcing Feedback Loops at multiple levels: city-level (more drivers ↔ more riders), network-level (reputation in one city attracted drivers in the next), and technology-level (more rides → better routing algorithms → shorter wait times).
